Manipur's Response to IDP Children: A Comprehensive Approach
In the aftermath of recent violence in Manipur, the welfare, protection, and rehabilitation of Internally Displaced Persons (IDP) children have become a pressing concern. A Stakeholders Convergence and Review Meeting, chaired by Keisam Pradipkumar, Chairperson of the Manipur Commission for Protection of Child Rights (MCPCR), was held to discuss measures aimed at ensuring the well-being of these children.
Draft Action Plan and Stakeholder Inputs
At the meeting, the MCPCR presented a Draft State Action Plan for the Protection and Rehabilitation of IDP Children in Manipur. Stakeholders, including government officials, NGO representatives, and local leaders, were invited to provide inputs and suggestions to strengthen the plan's effectiveness. The plan focuses on coordinated, child-centric interventions to ensure the welfare and protection of displaced children.
Urgent Need for Transitional Support and Policy Notification
Keisam Pradipkumar emphasized the urgent need for the Manipur government to announce a State Transitional Support Plan for IDPs undergoing resettlement. This plan would help address the social and economic needs of displaced families during the transition period. He also urged the government to expedite the notification of the State Child Policy, which has been delayed for an extended period.
Resettlement Initiatives and Achievements
T. Opendro, Additional District Magistrate of Bishnupur, highlighted the initiatives undertaken for the resettlement of IDPs. He reported that Bishnupur district has resettled 1,027 persons from 292 households so far. Financial assistance is being provided for housing repairs and reconstructions under the Pradhan Mantri Awas Yojana (PMAY). A total of 1,180 affected families have applied for housing grants, with 40 houses already constructed.
Support for Children and Identification of CNCP
Indrani Devi, District Child Protection Officer (DCPO), Bishnupur, reported that 1,862 children have been recommended under the Mission Vatsalya Sponsorship Scheme, with 140 children receiving the first instalment of support. The district alone has approximately 2,798 IDP children who have been declared Children in Need of Care and Protection (CNCP).
