A 24-Hour Shutdown in Manipur: Protesting the IED Attack on Returnees
The recent improvised explosive device (IED) attack in Manipur's Bishnupur district, which left two returnees injured, has sparked a wave of protests across the state. Civil society and student organizations, including the Indigenous People Organisation Manipur (IPOM), All Manipur Students Union (AMSU), and others, have jointly called for a 24-hour statewide shutdown to voice their discontent.
Parallel Administrative Systems and Allegations of Narco-Terrorism
IPOM Vice President Kh. Chandramani has expressed strong dissatisfaction over the existence of two parallel administrative systems in Manipur. He alleged that the recent IED attack in the Saiton area was a deliberate attempt by Kuki narco-terrorists to derail efforts towards the formation of a popular government and to prolong President's Rule in the state.
Chandramani claimed that although arms were surrendered following the imposition of President's Rule, armed groups in the hill areas were allegedly permitted to retain sophisticated weapons, including assault rifles and AK-47s. He also accused these groups of firing lethal weapons during New Year celebrations.
Demands for Withdrawal of Non-Local Security Forces and Entrustment of Law and Order to State Forces
The IPOM Vice President demanded the withdrawal of non-local security forces deployed in sensitive and interior hill areas. He asserted that the continued presence of outside forces had generated fear and resentment among the local population.
North East Region and Indian Context
The issue of parallel administrative systems and the presence of non-local security forces is not unique to Manipur but is a concern shared by many states in the North East region. The continued existence of such issues can hinder the region's integration with the rest of India and undermine its development.
Reflections and Future Implications
The 24-hour shutdown in Manipur is a clear indication of the growing dissatisfaction among the people. It is crucial for the central government to address these concerns promptly to prevent further escalation of tension. The formation of a popular government and the restoration of peace and order in the state are of paramount importance.
