This left the material idle for years, reducing its effective service life and adding to the financial strain. Additionally, contractors have been granted 42 extensions of time since 2015, leading to price variation payments of Rs 42.38 crore. The delays, attributed to land disputes, local protests, landslides, road blockades, elections, and the COVID-19 pandemic, highlight the need for more robust contract administration and risk mitigation strategies.

The Ministry s response to the PAC s observations is encouraging, with plans to divide the project into three phases to expedite completion. The Dhansiri-Sukhovi section has already been commissioned, while the Sukhovi-Pherima section is targeted for completion by March 2027. However, the Pherima-Zubza section remains at 31% physical progress, with a completion deadline of December 2029.
