In a significant development, the Counter Intelligence Wing (CIK) of the Jammu and Kashmir Police has uncovered a network of mule accounts in the Kashmir Valley, raising concerns about the resurgence of domestic terrorism in the region.

The Mule Account Network

Raids were conducted at several locations across the Valley, and it was found that these mule accounts were involved in cyber frauds and facilitating terror financing. The operation aimed to disable these accounts and identify the people behind this network, which was illegally routing money for terror-related activities.

Revival of Home-Grown Terror Modules

The discovery of the mule account network comes at a time when the ISI is reportedly trying to revive home-grown terror modules in Jammu and Kashmir. With infiltrations becoming difficult, Pakistan is said to be planning to have a dedicated terror module operating within the region.

To prevent such moves by the ISI, security measures both on the ground and online have been heightened across Jammu and Kashmir.

Implications for North East India and India

The use of mule accounts for terror financing is a matter of concern not just for Jammu and Kashmir but for the entire country. If left unchecked, this could potentially extend to other regions, including the North East, given the porous borders and historical insurgency issues in the region.

The Fight Against Cyber Terror

The crackdown on the use of Virtual Private Networks (VPNs) has started this month, with 140 people identified for non-compliance with the VPN ban. In Pulwama alone, 100 people were identified for violating the ban.

The National Investigation Agency (NIA) is also probing if the attackers in the Pahalgam attack case were funded through these mule accounts.

Intelligence agencies are working with the Reserve Bank of India (RBI) and banks to combat this issue. The RBI Innovation Hub has introduced MuleHunter AI, an advanced system designed to detect and neutralize mule accounts and the activity around them.
