The recruitment of a Finance Officer at Mizoram University, the only central university in Mizoram, has sparked a wave of controversy, with the Mizoram University Non-Teaching Staff Association (MUNTSA) alleging serious procedural lapses and violations under the oversight of the Vice Chancellor.

Irregularities in the Selection Process

According to MUNTSA, the selection process for the Finance Officer position was marred by multiple irregularities, including conflicts of interest, breaches of confidentiality, and unprecedented deviations from statutory rules. These irregularities have undermined the credibility of the appointment, prompting over 300 staff, faculty, and students to stage a peaceful protest on campus on January 8, 2026.

Allegations of Violations and Non-Compliance

MUNTSA claims that the Vice Chancellor verbally delegated the statutory duties of the Registrar to Prof. Elangbam Nixon Singh, a move MUNTSA describes as unprecedented and in violation of MZU rules. The association also contends that key instructions were issued orally without written confirmation, contrary to central government guidelines.

The role of Prof. Nixon Singh has been particularly controversial, according to MUNTSA. The association alleges that he was appointed as Member Secretary of the Screening Committee for the Finance Officer post and continued as Member Secretary of the Selection Committee, despite no provision under MZU Statutes 18(2)(C) for such a role.

MUNTSA members also raised concerns about conflicts of interest and breaches of confidentiality. According to the association, Prof. Nixon Singh had professional connections with the selected candidate, Mr. N. Albert Khizo, and Prof. G.P. Prasain, a subject expert on the Selection Committee, was Prof. Nixon Singh's Ph.D. supervisor.

Procedural Lapses and Breaches of Standard Practices

MUNTSA alleges that procedural lapses occurred in Executive Council deliberations as well. Representations from three other candidates were allegedly not discussed during the 68th EC meeting. The association also claims that the Offer of Appointment was issued before formal approval and notification of EC minutes, bypassing long-established university practices.

Implications for Mizoram University and Beyond

The controversy at Mizoram University underscores the importance of transparency, accountability, and adherence to statutory procedures in the recruitment process. If left unaddressed, such irregularities can erode public trust in educational institutions and undermine the integrity of the academic community.

The association has also called on the Chief Rector of Mizoram University, the Hon'ble Governor of Mizoram, to constitute a neutral inquiry committee comprising at least three experienced government or legal experts from within the state to conduct a thorough and impartial investigation into the Finance Officer selection process.
