Analysis: Assams six indigenous communities renew demand for ST status ahead of 2026 polls

Reiterating the ST Demand: A Look at the Indigenous Communities in Assam

The Demand for Scheduled Tribe (ST) Status: A Long-Standing Issue in Assam

In a significant move, the Janagostiya Mahasabha, an umbrella body representing six indigenous communities in Assam, has once again urged the Central Government to grant Scheduled Tribe (ST) status to these communities. This demand, initially made years ago, is gaining renewed attention as the 2026 Assam Assembly elections approach.

The Six Indigenous Communities and Their Demand

The six indigenous communities seeking ST status are the Asam Moran Sabha, All Assam Matak Sabha, Sadou Asam Ahom Sabha, Koch-Rajbongshi Sanmilani, Chutiya Sanmilani, the All Adivasi Organisations Forum of Assam, and the Moran Students Union. The Mahasabha has emphasized the need for the passage of The Constitution (Scheduled Tribes) Order (Amendment) Bill in Parliament to include these communities in the ST list.

The Urgent Need for Constitutional Amendment or Ordinance

If the Parliament is unable to pass the legislation in time, the Mahasabha has requested the President to promulgate an ordinance to address the issue. This urgent call stems from the belief that the ST status is essential for safeguarding the socio-cultural, political, economic, and land rights of these communities.

Demanding a Clear Stand from the Assam Government

The Mahasabha has also demanded a clear stand from the Assam government, urging the Chief Minister to meet with the Mahasabha within seven days to clarify the state's position on the ST-status demand.

The Call for a Tripartite Meeting

In addition, the Mahasabha has called for a tripartite meeting involving the Union Home Minister, the Assam Chief Minister, and the Coordination Committee of Janagostiya Mahasabha, Assam. This meeting is intended to place on record the historical background of the demand and to underline the urgency of the issue.

Uncertainty and Insecurity Among the Communities

Leaders from various constituent organizations have endorsed these demands, expressing concern over the continued delay in addressing this issue. They believe that the uncertainty and insecurity among the communities concerned have deepened over time.

Implications for North East India and Beyond

The demand for ST status by these indigenous communities in Assam is not just a local issue but has broader implications for the North East region and India as a whole. Granting ST status would provide these communities with a range of benefits, including reservations in education and employment, and would help preserve their unique cultures and identities.

Looking Ahead

As the 2026 Assam Assembly elections approach, it will be interesting to see how the Central and Assam State governments respond to this long-standing demand. The outcome of this demand could have significant implications for the future of these indigenous communities and the broader North East region.
