ILPs at Mizoram's Sairang Station: A New Era of Travel and Regulation
The opening of the Bairabi-Sairang railway line in Mizoram in September 2025 has marked a significant shift in travel and regulation within the region. Over 22,000 Inner Line Permits (ILPs) have been issued to visitors at Sairang railway station since its opening, according to a recent report by the Press Trust of India (PTI).
The ILP System and its Purpose
The ILP is an official travel document required for Indian citizens to enter protected areas, including Mizoram, under the Bengal Eastern Frontier Regulation (BEFR), 1873, notified by the British government in 1875. This system aims to control the movement of outsiders into these areas, particularly in the context of the sensitive North East region.
Trends in Visitor Arrivals
Between September 13 and the end of 2025, 20,914 ILPs were issued to tourists, traders, and migrant workers, with an additional 1,517 issued between January 1 and 8, bringing the total to 22,431. On average, about 100 to 200 ILPs are issued every time a train arrives at the station. Generally, two trains arrive daily, according to a police officer at the ILP counter at Sairang station.
Seasonal Patterns
The officer added that most visitors arriving in October and November were tourists, while migrant workers and traders formed the bulk of arrivals in December.
ILP Violations and Security Measures
Occasionally, ILP violators and beggars have been detected and sent back to their native villages. Visitors come from across India, including Delhi, West Bengal, and southern states, with the highest number arriving from neighboring Assam.
