Born on April 11, 1954, in Moirang Kampu Sajeb Makha Leikai, Imphal East district, Madam Rina was the second daughter among eight siblings. She received her early education at Top Dushra High School and later pursued her Pre-University Course at Modern College.
Joining the Revolutionary People's Front

In 1982, she joined the People's Liberation Army (PLA) and underwent basic military training in the Kachin region. She served as a member of the Women's Army Force of the Kachin Independence Army and later worked as a clerk in the General Staff Office.

Madam Rina's contributions to the RPF and the people of Manipur were significant. In 1990, she played a crucial role in organizing political awareness activities and was actively involved in initiatives leading to the observance of Athouba Singgi Ningsing Numit on April 13. She also contributed to income-generating industrial initiatives aimed at strengthening the organization's financial base.
