Analysis: Manipur: FNCC demands arrest of Kuki militant before talks with government

FNCC Demands Arrest of Kuki Militant Leader in Manipur

FNCC Demands Arrest of Kuki Militant Leader before Negotiations with Government

The Impasse: FNCC's Demand and the Kuki Bandh

The Foothills Naga Coordination Committee (FNCC) has called for the arrest of a Kuki militant leader before engaging in any discussions with the Manipur government. This demand comes after the FNCC endorsed an indefinite bandh imposed by the Joint Tribe Council, restricting the movement of the Kuki community in certain areas of Manipur.

The Allegations: Government's Failure to Act

The FNCC alleges that the Manipur government has failed to honor a three-point memorandum of understanding signed in August 2025. Instead of taking action against the Kuki National Front (Presidential/President Faction) United People's Front (KNF-P/UPF) and their leader, Thangboi Kipgen, who are accused of several illegal incidents, the government has invited the victims for negotiation.

The Threats: KNF-P/UPF's Direct Threats against Naga Villages

The FNCC has also highlighted direct threats issued by the KNF-P/UPF against Ireng Naga village. These threats, according to the committee, constitute serious criminal offenses under the Indian Penal Code, including Section 506 (criminal intimidation), Section 307 (attempt to murder), and Section 153 (promoting enmity between groups).

Implications for Northeast India and Beyond

The ongoing tension between the FNCC and the KNF-P/UPF has significant implications for the peace and stability of Manipur and the broader Northeast region of India. The region has a history of ethnic and communal conflicts, and any escalation in violence can have far-reaching consequences.

Looking Ahead: The Path to Dialogue

The FNCC's demand for the arrest of the Kuki militant leader is a prerequisite for any meaningful dialogue. The Manipur government must take decisive action to address the concerns raised by the FNCC and ensure that all communities in the state are treated fairly and equally. Only then can a peaceful and lasting solution be found.
