Strengthening Rural Local Bodies in Assam: A Boost from the Union Government

The Union Government has taken a significant step towards rural development in Assam by releasing Rs 213.9 crore as untied grants from the XV Finance Commission (XV-FC). This funding aims to fortify the rural local bodies across the state, as announced by the Press Information Bureau (PIB) on January 20.

Funding Distribution and Eligibility

The funds have been allocated to 2,192 eligible gram panchayats, 182 eligible block panchayats, and 27 eligible zilla parishads in Assam. The Government of India, via the Ministry of Panchayati Raj and the Ministry of Jal Shakti, recommends the release of XV-FC grants to states for panchayati raj institutions and rural local bodies.

Financial Year Installments

The XV Finance Commission grants are disbursed in two instalments annually. The initial instalment, recently released, pertains to the 2025-26 financial year.

Untied and Tied Grants: Uses and Implications

• Untied Grants:

  Untied grants may be utilized by panchayati raj institutions and rural local bodies for location-specific needs under the 29 subjects listed in the Eleventh Schedule of the Constitution, excluding salaries and other establishment expenses.

• Tied Grants:

  Tied grants are earmarked for essential services, such as sanitation, maintaining open defecation-free (ODF) status, household waste management, treatment of human excreta, faecal sludge management, drinking water supply, rainwater harvesting, and water recycling.
