Why This Matters for Northeast India
The expansion of the Numaligarh Refinery Ltd (NRL) in Assam, set to be completed by the end of 2026, is a significant development for the region. This expansion will not only boost the refinery's capacity from 3 million tonnes per annum (MTPA) to 9 MTPA but also enable the processing of imported crude oil for the first time.
Enhancing Refinery Capacity and Crude Processing
The Rs 33,901-crore project includes installing a 6 MTPA Crude Distillation Unit (CDU) and associated facilities to process Arab Light and Arab Heavy crude oil. The project is expected to be completed in stages, with the entire refinery expansion commissioned by December 2026.
Imported Crude and Pipeline Infrastructure
The required additional quantity of crude oil will be imported through Paradip Port in Odisha. A cross-country pipeline of around 1,640 km has been laid from Paradip Port to Numaligarh for transporting imported crude. NRL has an MoU with Bharat Petroleum Corporation Ltd (BPCL) to help in sourcing of crude.
Downstream Benefits for the Northeast Region
The expansion of NRL will help meet the growing demand for auto fuels in the East and Northeast region, creating a surplus for potential export to neighboring countries like Myanmar and Bangladesh. Additionally, the setting up of a 360,000 tonnes Poly Propylene Unit (PPU) will catalyze downstream industries in plastics, packaging, automotive components, and consumer goods in the region.
Current Export Activities and Future Prospects
NRL currently exports fuels to Bangladesh via the India-Bangladesh Product Pipeline and to Bhutan through its marketing partner, BPCL. Exports to Bangladesh are continuing without any problems. With the expansion, the refinery is poised to further expand its export activities.
