Thadou Inpi Manipur's Call for a Permanent State-Level Scrutiny Committee in Manipur
Allegations of Systemic Irregularities in ST Certificate Issuance
The Thadou Inpi Manipur (TIM), the apex body of the Thadou Scheduled Tribe in Manipur, has brought attention to significant issues surrounding the issuance and verification of Scheduled Tribe (ST) certificates in the state. According to TIM President M. James Thadou, recent RTI revelations and an NDTV report from December 24, 2025, revealed instances where government employees allegedly obtained appointments using ST certificates issued under unnotified tribe names such as Kuki, Thadou-Kuki, Haokip-Kuki, and Khongsai-Kuki, which are not recognized in the state's official list of 34 Scheduled Tribes.
Distortion of Tribal Identity and Misuse of Reservation Benefits
TIM asserted that the use of hybrid and unlisted tribe names has led to the distortion of tribal identity and enabled the misuse of reservation benefits under the Any Kuki Tribes category, while genuine Thadou community members continue to face identity suppression and ethnic misrepresentation amid the ongoing Manipur crisis.
The Need for a Permanent ST Scrutiny Committee
Citing landmark Supreme Court judgments, TIM emphasized the need for a permanent ST Scrutiny Committee to ensure stringent verification of tribal claims. The proposed committee would be tasked with identifying government employees appointed since 2003 using invalid ST certificates, recommending action against those found ineligible, investigating issuing authorities and recruiting departments for negligence, and proposing robust safeguards and uniform procedures to prevent the issuance of ST certificates to non-indigenous persons or foreign nationals.
Thadou's Distinct Identity and the Thadou Convention 2024
Reiterating its stand, TIM maintained that the Thadou community is a distinct ethnic group and not part of the Kuki umbrella. It also emphasized that any organization that portrays Thadou as a subset of Kuki stands as illegitimate and does not represent the interests of the Thadou people, as resolved in the Thadou Convention 2024.
Implications for Northeast India and Beyond
The issue of ST certificate misuse and the distortion of tribal identity is not unique to Manipur. Similar concerns have been raised in other states across Northeast India, where the protection and preservation of tribal identities and rights are of paramount importance. The creation of a permanent ST Scrutiny Committee in Manipur could serve as a model for other states in the region to address these issues and ensure fair representation for all scheduled tribes.
Looking Forward
The Thadou Inpi Manipur's call for a permanent State-Level Scrutiny Committee is a significant step towards ensuring the protection of tribal identities and the fair distribution of reservation benefits in Manipur. The success of this initiative could have far-reaching implications for other states in Northeast India and the broader Indian context, where similar issues persist.
