The court has criticized the Maharashtra Directorate of Sports and Youth Affairs, particularly the state's sports commissioner, Shital Teli Ugale, for ignoring a request from the ad-hoc committee of the Ice Hockey Association of Maharashtra to hold trials at the state's only ice hockey facility in Pune. Instead, the trials were conducted on a rough surface at a skating facility in Nigdi, requiring players to use roller skates.

The court was also surprised to find that only one of the 19 players selected had participated in an ice hockey tournament, while many national players with extensive experience were overlooked. Two of these overlooked players have even represented India in under-20 boys tournaments at the international level.
